SOPA Reports
The Schedule of Proposed Actions (SOPA) contains a list of proposed
actions for National Forests in Alabama that will soon begin or are currently undergoing environmental
analysis and documentation. It provides information so that you can become
aware of and indicate your interest in specific proposals. We encourage your
early and ongoing involvement in any proposals of interest to you.
The proposal is to implement a salvage timber sale to remove storm damaged timber on approximately 30 acres. The project purpose is to reduce heavy fuel build up, reduce safety hazards and facilitate restoration.
The application requests are for motorized access to tracts of private property surrounded by National Forest Systems Lands along the administratively closed portions of Forest Service Roads 506B and 517/517F.
Thinning, restoration and hazardous fuel reduction activities are being proposed to mitigate the extent of the Southern Pine Beetle outbreak which began in the summer of 2023 and continued through 2024 on the Bankhead.

To meet the goal of public safety and health, and minimize negative impacts to wilderness character, natural resource managers must review the risks associated various activities within Wilderness areas.

PowerSouth has applied for a special use permit to install an overhead 115v power transmission line from their substation. The proposal is to widen the road right-of-way by 37 feet on the north side of Highway 186. Approximately 2.7 miles (12 acres).
The current condition of FSR 331E is not passable due to flooding and the location being in a wet bottomland area. This project is associated with the Reciprocal Special Use Permit with Wayne Bass, which will provide administrative access.
Long-term Soil Monitoring at U.S. Geological Survey Reference Watersheds. The project will use repeated soil sampling to document environmental change.
Longleaf Pine ecosystem and associated species restoration, Red-Cockaded Woodpecker habitat improvement, and increase resiliency to natural disasters, invasive species and native insects, such as the Southern Pine Beetle.
Special use permit to install a new distribution power line with 3 poles and 2 guys and 860 ft. /- of overhead conductor adjacent to Franklin County Highway #138. Line clearing of trees will be 15 ft from line where needed.
The USDA Forest Service has proposed the thinning of approx. 10 acres of midstory vegetation to promote the presence of herbaceous plants in the understory and improve the quality of the available habitat for numerous species of interest.
The Forest Service is proposing to use commercial sanitation cutting to remove the loblolly pine from these stands to control the SPB infestations and prevent them from moving into adjacent stands.
The Bankhead will manage approximately 7,500 acres within the Upper Capsey, Lower Capsey and Rush watersheds. This project will improve forest structure, composition and function by means of restoration and commercial thinning and associated actions.
